The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities, in conformity with the law and the Statute, carries out tasks of the provincial administration, in the field of culture, protection of cultural heritage, cinematography, endowments, funds and foundations, library services, publications, interregional cooperation in the field of culture, as well as protection of intellectual property rights in the field of culture, pertaining to the preparation of acts for the Assembly or Provincial Government which are required to: found institutes in the sphere of culture and establish the needs and interests of citizens in the territory of the AP Vojvodina, in the field of culture; govern the needs and interests in the field of culture of national minorities – national communities and provide funds for their exercise; establish archives, museums, libraries, theatres, institutes and other institutions, in the field of culture and exercise founder’s rights thereof; propose a part of Cultural Development Strategy of the Republic of Serbia relevant to the territory of the AP Vojvodina; define the program of cultural development of AP Vojvodina, establish the awards and regulate the manner and procedure for their awarding to encourage cultural creativity in specific areas of culture, or to make a special contribution in the field of cultural creativity; provide resources for work, investment and current maintenance, and/or for funding a part of the programme of cultural institutions founded by the AP Vojvodina; establish standards, criteria and procedures for the award of funds to institutions and organisations which are not founded by the AP Vojvodina, but contribute to development of culture and art in AP Vojvodina, or ensure development of culture of national minorities-national communities and prepare acts that provide funds for their work, investment and current maintenance, equipment and/or programmes; prescribe additional working requirements for the operation of the Archive of Vojvodina in Novi Sad, Matica Srpska Library in Novi Sad, Museum of Vojvodina in Novi Sad, Museum of Contemporary Visual Art in Novi Sad and Theatre Museum of Vojvodina; determine the eligibility for the commencement of work and carrying out of activities by institutions in charge of protection of culture in the territory of AP Vojvodina.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities carries out executive, expert and development tasks of the provincial administration and supervises the enforcement of regulations under Paragraph 1 of this Article. In the fields falling within its scope of work, it keeps track of, supervises and assists the work of public enterprises and public services founded by the AP of Vojvodina.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities takes part in interregional cooperation concerning the projects of interest for the development of culture in the territory of AP Vojvodina.
In the field of cultural heritage protection, the Provincial Secretariat for Culture, Public Information and Religious Communities carries out the following: instigates the proceedings for identification of immovable cultural property in the territory of AP Vojvodina; determines the prerequisites for undertaking technical protection measures and other works on the immovable cultural property, when the project and documents for these works are prepared by the Institute for protection of cultural monuments for the territory of Vojvodina; notifies the Provincial Institute for the Protection of Cultural Monuments in Novi Sad, within the statutory period, about the identified prerequisites, when those prerequisites are identified by an institute based in the territory of AP Vojvodina; gives consent to the project and documentation concerning the undertaking of technical protection measures and other works on the immovable cultural heritage, when the project and documents are prepared by an institute for protection of cultural monuments based in the territory of the AP Vojvodina; gives opinion on spatial and urban plan drafts for the territory of AP Vojvodina and notifies the competent authority if the plan lacks the required content.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities, in the field of cultural property protection, cinematography, endowments, funds and foundations, library services, issuing publications and protection of intellectual property rights, copyrights and related rights and undertaking measures against piracy, in conformity with the law, carries out the conferred tasks of the state administration, which have been conferred on AP Vojvodina authorities by the law.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities, in conformity with the law and the Statute, carries out duties of the provincial administration in the field of public information and the media, which refer to the preparation of acts for the Assembly and the Provincial Government regulating matters of provincial interest; determines the public interest of the citizens of AP Vojvodina, in the field of public information and the media and enact a development strategy in the field of public information, in the territory of AP Vojvodina, in conformity with the republic strategy in the sphere of public information.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities monitors and established the situation in the field of public information, and carries out tasks with a view to improving and encouraging of public information in the territory of AP Vojvodina; ensures funds and other conditions for the exercise of public interest in the field of public information; appropriates funds on the basis of the implemented calls for proposals and individual appropriations, based on the principle of the state aid allocation and protection of competition, without discrimination; ensures funds or other conditions for the operation of the mass media that provide information in languages of minority national communities, in conformity with the law; ensures part of funds or other conditions for an unhindered exercise of rights of persons with disabilities, for the purpose of smooth receiving of information intended for the public; ensures part of funds for financing the activities of the public broadcasting service and for projects focusing on development of new technologies and archive digitisation, digitisation of technological equipment, development of new distribution services, in accordance with the possibilities available by digitisation and other projects of special social interest, in accordance with the law regulating the public information and also, in accordance with law, it submits the data on the amounts of funds the Secretariat approved to newspapers, to the Media Registry .
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities carries our tasks related to ensuring the publicity of work of provincial authorities and organisations; keeps track of the mass media and electronic media, prepares and drafts overviews of their contents and conducts relevant analyses; issues publications on the AP Vojvodina.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities carries out executive, expert and development tasks of the provincial administration and supervises the enforcement of regulations on public information and media as a conferred task.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities monitors and overviews the situation in the field of religion, churches and religious communities, develops cooperation with them and undertakes measures to assist the activities they carry out in the public interest, in conformity with law and provide funds for financing of churches and religious communities, in accordance with the law.
The Provincial Secretariat for Culture, Public Information and Relations with Religious Communities cooperates with republic authorities and authorities of the local self-government and carries out other tasks that have been conferred on it by the law, Provincial Assembly decision or any other regulation.”
